First it checks users 'webmaster' in the passwd-table. If it doesn't find
that user, it will check the dotqmails-table as described above. It won't
check a _user_ alias-webmaster in the passwd-table, since that would require
en email-adres 'alias-webmaster' and not 'webmaster'.
